Combine lean beef, white vinegar, chilli powder, dried oregano,
garlic powder, salt and pepper in a bowl and scramble-dry it in a
non-stick skillet until browned. Drain.
Place onions into a 3.5L to 5L slow cooker. Add the green
capsicum, green chillies, corn, and some partially cooked macaroni.
Add beef mixture, and stir.
Combine the pepper, salt, white sugar, dried oregano, parsley
flakes, chilli powder, and elbow macaroni in a bowl and stir well.
Pour this over the top, stir, and cover. Cook on low for 8 hours or
on high for 4 hours.
